The Fourth Circuit Court of Appeals upheld the Trump administration's termination of grant funding for environmental justice, agricultural, and climate programs. As a result, six cities and 13 nonprofit groups are unable to recoup millions of dollars after the court overturned a lower court's ruling that had prohibited these actions. The decision was made by a three-judge panel consisting of Paul Niemeyer, Allison Rushing, and Toby Heyten.
