The rapid expansion of opaque and minimally regulated lending outside the traditional banking system over the past 15 years has largely gone unnoticed by regulators. Signs of trouble in shadow banking are increasing, with rising redemptions and notable fund failures raising fears of a crisis similar to that of 2008. While a meltdown may not be imminent, regulators in the United States are overlooking the growing risks.
