The Palestinian Authority (PA) is experiencing a financial crisis that has led to a loss of capacity to provide essential services, including infrastructure, education, and health care. The PA is unable to pay public-sector salaries in full. This situation is compounded by ongoing settlement expansion, settler violence, and Israeli restrictions, which threaten Palestinian institutions and economic life. Joost Hiltermann, Special Adviser for MENA at the International Crisis Group, views this crisis as an ongoing process of institutional and economic erosion rather than an approaching emergency.
